Yes. Forex trading is legal in the UAE for individuals, as long as you trade through a broker licensed by one of the country's three financial markets regulators: the Capital Market Authority (CMA) for the mainland, the Dubai Financial Services Authority (DFSA) for the DIFC or the Financial Services Regulatory Authority (FSRA) for ADGM. Many apps advertised to UAE residents hold none of these licences.

This guide explains who licenses forex brokers, which licence a broker actually needs to execute your trades, how to check a broker in a few minutes and whether popular apps such as Olymp Trade, Exness, Pocket Option and Quotex are licensed in the UAE.

In short

  • Legal: trading forex and CFDs is legal for UAE residents through a licensed broker. The UAE does not levy income tax on individuals.
  • Regulators: the CMA (which replaced the Securities and Commodities Authority, or SCA, on 1 January 2026) licenses brokers outside the financial free zones. The DFSA covers the DIFC and the FSRA covers ADGM.
  • The licence type matters: some CMA-listed companies only hold a Category 5 licence, which allows introducing clients and advice but not executing forex or CFD trades.
  • Popular apps: on 6 November 2026, Olymp Trade, Pocket Option and Quotex were not on the CMA, DFSA or FSRA registers. Exness has a CMA-licensed UAE company, but its global website lists only offshore entities.
  • Licensed options: Plus500 and Equiti (CMA), eToro (FSRA) and IG (DFSA) are licensed to deal with retail clients in the UAE.

Who licenses forex brokers in the UAE?

Three regulators can license a forex or CFD broker that serves UAE residents. Which one applies depends on where the broker's UAE company is set up. Crypto is separate: in Dubai it falls under the Virtual Assets Regulatory Authority (VARA).

Regulator Where it applies Where to check
Capital Market Authority (CMA) UAE mainland and free zones other than the DIFC and ADGM Licensed companies
Dubai Financial Services Authority (DFSA) Dubai International Financial Centre (DIFC) Public register
Financial Services Regulatory Authority (FSRA) Abu Dhabi Global Market (ADGM) Public register

Registers checked on 6 November 2026.

The CMA took over from the SCA on 1 January 2026 under Federal Decree-Laws No. 32 and No. 33 of 2025, so a broker that still calls itself "SCA regulated" is referring to the same federal regulator. Our guide to financial regulation in the UAE explains what each authority does and which investor protections apply.

Which licence does a forex broker need?

A company can appear on a UAE register and still not be allowed to hold your account or execute your trades. The activities listed next to its name are what count.

CMA: the licence for forex and CFD brokers is called "Trading broker of OTC derivatives and currencies in the spot market". A company with only a Category 5 licence (Arrangement and advice) may introduce clients, give advice or promote services. The CMA now shows a notice on these companies' register pages saying the licence "does not in any way authorize" them to execute clients' orders in derivatives or spot FX. If a broker's only UAE company holds a Category 5 licence, your account is held by another group company, which may be outside UAE supervision.

DFSA: look for the endorsement "Carrying on authorised Financial Services with or for Retail Clients" and for "Dealing in Investments as Principal" or "as Agent". A firm licensed only for "Arranging Deals in Investments" arranges trades that are executed by another company.

FSRA: each firm's page has a Regulated Activities tab and a Conditions/Limitations tab. A forex or CFD broker should hold "Dealing in Investments as Principal" or "as Agent" for contracts for differences, as eToro (ME) Ltd has since 16 October 2023.

How to check if a forex broker is licensed in the UAE

  1. Find the legal entity: look at the website footer, the client agreement or the account opening form for the company that will hold your account. A brand name is not enough.
  2. Search the right register: the CMA register for a mainland company, the DFSA register for a DIFC company and the FSRA register for an ADGM company.
  3. Check the activities: confirm the licence covers dealing in OTC derivatives and spot FX (CMA) or dealing with retail clients (DFSA and FSRA), as explained above.
  4. Check the warning lists: the CMA publishes a list of warnings about unlicensed entities and the DFSA publishes alerts, often about companies that falsely claim to be regulated.
  5. Match the website: scammers copy the names of licensed firms. The contact details on the register should match the website and the company you are paying.

A broker that is not on any UAE register is not necessarily a scam, but if something goes wrong, no UAE regulator supervises it. As the DFSA puts it, many scammers "remain anonymous and out of the reach of regulatory and enforcement authorities".

Are popular trading apps legal in the UAE?

These are the apps UAE residents ask about most often. We searched each name on the CMA, DFSA and FSRA registers and on the CMA warning list.

App UAE licence Company named on its website
Olymp Trade None found Aollikus Limited (Vanuatu) and Saledo Global LLC (St Vincent and the Grenadines)
Pocket Option None found No company or regulator named on its homepage
Quotex None found Not confirmed (website not accessible when we checked)
Exness CMA (Exness MENA Financial Brokers L.L.C) Offshore entities only on exness.com

Sources: CMA licensed companies and warnings, DFSA and FSRA public registers and each company's own website, checked on 6 November 2026. None of the four names was on the CMA warning list.

Is Olymp Trade legal in the UAE?

Olymp Trade is not licensed by the CMA, DFSA or FSRA. Its website says the service is provided by Aollikus Limited, a company registered in Port Vila, Vanuatu, with digital asset trading handled by Saledo Global LLC in St Vincent and the Grenadines. If you open an account, it is held by an offshore company that no UAE regulator supervises, and UAE rules on client money and complaints do not apply to it.

Is Exness legal in the UAE?

Exness has a UAE company: Exness MENA Financial Brokers L.L.C holds an active CMA licence as a trading broker of OTC derivatives and spot currencies. However, the footer of exness.com lists only Exness (SC) Ltd in Seychelles (also authorised by the FSCA in South Africa), Exness B.V. in Curaçao, Exness (VG) Ltd in the British Virgin Islands, Exness (BZ) Ltd in Belize and Exness (MU) Ltd in Mauritius. Before you deposit, check that your client agreement names Exness MENA Financial Brokers L.L.C, because that is the only Exness company the CMA supervises.

Is Pocket Option legal in the UAE?

Pocket Option is not on any UAE register. Its homepage names no company or regulator, only a statement that it does not serve residents of the EEA, the USA, Israel, the UK, the Philippines, Japan and Brazil. A platform that does not say which company you are contracting with gives you no way to check who holds your money.

Is Quotex legal in the UAE?

Quotex is not licensed by the CMA, DFSA or FSRA. Its website was not accessible when we checked, so we could not confirm which company runs it. As with Olymp Trade and Pocket Option, no UAE regulator would be able to step in if you had a dispute with it.

Licensed forex brokers you can use in the UAE

These brokers hold a UAE licence that covers dealing with retail clients, confirmed on the regulators' registers on 6 November 2026.

  • Plus500: Plus500Gulf Securities L.L.C holds CMA licences as a trading broker of OTC derivatives and spot currencies and in the international markets. Minimum deposit $100. Read our Plus500 review.
  • Equiti: Equiti Securities Currencies Brokers LLC holds the same CMA licence, plus portfolio and fund management. Accounts can be opened in dirhams.
  • eToro: eToro (ME) Ltd is regulated by the FSRA in ADGM and holds permission to deal in CFDs, which it offers on currencies alongside stocks, ETFs and crypto. UAE clients can ask for a swap-free account from a $1,000 deposit. Minimum deposit $100. Read our eToro review.
  • IG: IG Limited has been licensed by the DFSA since 2015, with the retail clients endorsement and permission to deal as principal on a matched principal basis.

Do you pay tax on forex profits in the UAE?

No, if you trade for yourself. The UAE government states that the UAE "does not levy income tax on individuals", so personal trading profits are not taxed in the UAE. Corporate tax applies to businesses and to individuals who carry on a business under a commercial licence, so trading through a company or as a licensed business is treated differently. If you are a tax resident of another country, its rules may still apply to you.

Bottom line

Forex trading is legal in the UAE when your account is held by a company licensed for dealing by the CMA, DFSA or FSRA. On 6 November 2026, Olymp Trade, Pocket Option and Quotex had no UAE licence, and Exness was licensed only through its UAE company, Exness MENA Financial Brokers L.L.C. A CMA Category 5 licence on its own does not allow a firm to execute your trades.

If you want a licensed broker, Plus500 and Equiti are licensed by the CMA, eToro by the FSRA and IG by the DFSA.

Frequently asked questions

Is forex trading halal in the UAE?

Scholars differ, and the main concern is interest charged on positions held overnight. Some UAE-licensed brokers offer swap-free (Islamic) accounts without overnight interest, such as eToro for UAE clients, but whether these meet your own standard is a question for a scholar you trust.

Which trading app is legal in the UAE?

Any app whose UAE company is licensed for dealing by the CMA, DFSA or FSRA. Examples include Plus500 and Equiti (CMA), eToro (FSRA) and IG (DFSA). Search the company name on the regulator's register before you deposit.

Is the SCA still the forex regulator?

No. The Capital Market Authority replaced the Securities and Commodities Authority on 1 January 2026. Licences granted by the SCA appear on the CMA register.

Can I use a broker regulated in the UK or Cyprus?

A UK or Cyprus licence only covers clients of that company. Large broker groups often serve UAE residents through a different group company, so the protections described on their European websites may not apply to you. Check which company your client agreement names.

Is $100 enough to start forex trading?

Plus500 and eToro accept a first deposit of $100. A small balance with leverage can still be lost quickly, so the minimum deposit says nothing about how much you can afford to risk.

What should I do if an unlicensed broker will not return my money?

Report it to the CMA, or to the DFSA if it claims a DIFC link, and to the police. Be careful with "fund recovery" companies that contact you afterwards, as the DFSA has warned about recovery scams that use its name.

Disclaimer: forex and CFD trading carries a high risk of losing money because of leverage. This article is general information, not financial or legal advice. Licences change, so check the regulator's register before you open an account.
